1. 1824 Federal Constitution of the United Mexican States provided for the establishment of elementary schools in Texas. Even though the schools were never established, it was the first attempt at putting some type of education system in place.
2. 1845 New Texas Constitution provided for the establishment of free schools and called for state taxes to support education. Also provided the basis for the Permanent School Fund.
3. 1949 Gilmer-Aiken Laws came into effect. These laws helped formalized the school year and brought structure to how the State Board of Education and Commissioner of Education were selected.
